Database Collection Questions Remain with Increase in License Plate Scanners

""License plate scanners have become a fact of life. They're attached to traffic lights, on police cars — even "repo" staff use them. All those devices have created a torrent of data, raising new concerns about how it's being stored and analyzed.
Bryce Newell's laptop is filled with the comings and goings of Seattle residents. The data comes from the city's license plate scanner, acquired from the police through public disclosure requests. He plugs in a license plate number, uncovering evidence of long-forgotten errands.
"Looks like we have you here on University Way," he says. "And this was at 3:30 in the afternoon," he says.
Newell is a PhD student at the University of Washington. He studies surveillance and is experimenting with what people can find out from stored license plate data. The scanners have already proven themselves when it comes to finding stolen cars, but Newell says with a big enough data base of this information, people could do so much more.
"As we mix data between roving systems on these patrol cars and systems mounted on, say red lights, law enforcement could get a much better picture of our individual movements," he says. "And with enough data, [police can] predict when we might leave our home and when we might be at home, for instance."
It's hardly an invasion of privacy for someone to scan a license plate. After all, that plate was meant to be public. But with millions of scans, patterns emerge. That means unusual activity stands out. And some police agencies have started experimenting with this kind of analysis.
Ron Sloan is director of the Colorado Bureau of Investigation. They've tried analyzing licence plate scans from an area near where a murder victim was found.
"We were able to do some rudimentary analysis of that data to try to determine whether or not there were vehicles that were going through the area that did not live in the area, that were from outside of the area or vehicles that that would not have been their route driving home," he says.
Sloan says it's a promising technique, but it's one he fears police will lose because of privacy fears. He and several other heads of police associations recently sent Congress a letter warning that public "misconceptions" may end up restricting police use of license plate data. Sloan says people should remember that the police are not the NSA.
"I think it's helpful for people to understand that their fears that they're being tracked or that they are somehow having their privacy violated by tracking their personal pursuits over time is not even something we have the capabilities of doing. And we have no interest in that."
But states keep passing new restrictions on how long police may store license plate data. Under these laws, police have only a few months before they have to hit delete. Still in the long run, these state laws may be moot because even as states limit the size of police databases, private ones keep growing.
Jennifer Lynch is an attorney with the Electronic Frontier Foundation. She says the nation's biggest collections of license plate data are in private hands, controlled by companies such as "Vigilant Solutions." And their information is basically unregulated.""

Book Series: Ancient Trees ~ Portraits of Time, is a Collection of Beautiful, Stoic Images that Feel Suspended in Time





The Bowthorpe Oak is a massively thick, millennium-old tree in Lincolnshire, England that once was rumored to hold three dozen people in its enormous, hollowed-out trunk. Beth Moon photographed the leafy giant some 15 years ago and was struck by its solemn nobility and overwhelming presence. Thus began a pilgrimage that would take her around the world to document the planet’s most ancient trees.

The series and corresponding photo book, Ancient Trees: Portraits of Time, is a collection of beautiful, stoic images that feel suspended in time.


Though our distant ancestors left the shelter and safety of trees some 3.5 million years ago, Moon’s work points to our enduring affinity for—and exploitation of—really, really big trees.

Moon shoots black and white film with a medium format Pentax camera. She then uses a labor-intensive platinum printing process that lends these images a rich tonal scale and nearly three dimensional appearance—always on the same naturally deckled, deeply textured Arche Platine paper made by a French mill since 1492. Platinum, like gold, is a stable metal. Her prints could last thousands of years, much like the ancient trees she photographs.

Public Released Archives 12,000 Microfilms UFO Collection Activities 1947-1969 Concerning Project Blue Book



""In 1948, the US government launched several inquiries into UFO sightings, which many believed were sparked by Cold War paranoia.

In what became known as 'Project Blue Book,' more than 12,000 encounters with UFOs were looked into by the Air Force.

Now, decades after the files were closed, the microfilms have been made available online for free – allowing anyone to re-examine the evidence.




The files, which can be accessed here, were previously only available by visiting the National Archives in Washington, according to a report in openminds.tv.  

'There is plenty of work for amateur investigators to try to come up with explanations they never had time to consider or research,' Nigel Watson author of the UFO investigations Manual told MailOnline. 

One case that Mr Watson is particularly intrigued in for historical reasons is a report filed by Kenneth Arnold which led to the popular term 'flying saucers'.""

Massive Millions Collection of Stars and Galaxies Released from Astronomy Database Data Now Available to the Public


"This set of observations is one of the largest astronomical databases ever assembled," remarked Donald Schneider, Distinguished Professor of Astronomy and Astrophysics at Penn State. Images are online at http://science.psu.edu/news-and-events/2015-news/SDSS1-2015


"The more than 70 terabytes we collected during the third epoch of this survey, SDSS-III, contain information on nearly half-a-billion stars and galaxies, including three-dimensional cosmic structures that formed billions of years before the sun began to shine," Schneider said. "This data release will undoubtedly form the basis for many future scientific investigations." Schneider is the SDSS-III survey coordinator and the project's scientific publication coordinator.



"The most astonishing feature of the SDSS is the breadth of groundbreaking research it enables," said SDSS-III Director Daniel Eisenstein of the Harvard-Smithsonian Center for Astrophysics. "We've searched nearby stars for planets, probed the history of our Milky Way and measured 9 billion years of our universe's accelerated expansion. Our data also provide the first direct probe of the expansion rate of the universe 10 billion years ago."

Niel Brandt, Penn State's Verne M. Willaman Professor of Astronomy and Astrophysics, is the SDSS-III leader of a number of projects investigating the properties of quasars, which are supermassive black holes that are devouring enormous amounts of matter, releasing amazing amounts energy in the process. "SDSS-III consists of four independent surveys," he said. "The fields range from searches for planets around nearby stars, to the chemical and dynamical evolution of our galaxy, to the large-scale structure of our universe."

After a decade of design and construction, the SDSS team began mapping the cosmos in 1998, using the dedicated 2.5-meter Sloan Foundation Telescope at Apache Point Observatory in New Mexico. Each phase of the project has used this telescope, which is equipped with a succession of powerful instruments, for a distinct set of astronomical surveys. SDSS-III started observations in July 2008 and completed its six-year, $45 million program in June 2014. The SDSS-III Collaboration includes 51 member institutions and 1,000 scientists from around the world.
